I recently installed MobileSheets on my iPhone with an intention to replicate the MS setup from my iPad.  Syncing to a backup file from the iPad worked fine, creating all the songs I had in the iPad. 

But all the  set-lists, collections, artists/albums from the iPad are missing in the new iPhone version.  I am not sure if this is a bug or feature.

My expectation was that syncing to a msb file should create new setlists, collections, etc., as needed by the songs. Any clarifications would be appreciated.

I don't think it works that way. Try backup [Ipad] and restore [phone instead.

I would not recommend synchronizing with a backup file for what you are wanting to do. Please go to Settings->Backup and Restore->Restore Library from Backup and select the backup file there. That will ensure your iPhone has the same library as your iPad.
