'Comment Italic' settings not reachable

On my notebook I cannot reach the settings for 'Comment Italic'. Fading out the taskbar doesn't help. 
It's a normal notebook, no touchscreen, no portrait screen. It works correctly on other devices.

The settings are scrollable. If it's on a PC, use the mouse scroll wheel. If it's on a touchscreen, just drag it up. I've tested this on my PC and it works fine.

I made the screenshot on my laptop with the scrollbar moved to the very bottom.  I did that with no mouse attached, so I didn't have a mouse wheel.
Alas the scrollbar is not visible in the screenshot, but you can see that the upper part of the window is moved out of the screen.Here's a better screenshot:
   
Having the taskbar faded out didn't help.

Just searched the web: swiping the touchpad with two fingers simulates the mousewheel. Doing that I can scroll down until the very end and reach the settings for 'comment italic' that I missed. Nevertheless I'd expect that I can do the same by picking the scrollbar with the left mouse button and move it up and down.
Knowing a workaround now gives this issue a very low priority.

I'll try to see what I can do about the scrollbar, but that's just a part of Microsoft's framework, so it's not really something I have any control over. I'm going to be switching to WinUI 3 relatively soon, so issues like this may change once I do.

It does look like there's an issue of some kind with the measurements though, as I can reproduce problems by shrinking the window down a bunch on my PC. So I'll look into it some more. I think it's because the height of the action bar at the top isn't being accounted for, so content is being pushed off the screen.

I've confirmed that's the issue. I have it fixed for 3.9.27.
