My spouse and I have each an iPad and only one AppleID so when I installed the app there was a full menu in the first iPad but the second iPad is missing Add Placeholder | Switch Library and every time we want to sync our iPads for all the Libraries, we can only get one Library on the second iPad. If we want to add a Library it overwrites the one on that iPad. Any help would greatly be appreciated.

You have to go to Settings->Library Settings->Manage Libraries on the second device and set up the libraries you want access to first. Then you switch to the libraries you want active on each device, and only then do you synchronize or restore a library backup file.
