I have ordered a Samsung S11 Ultra tablet. I am now using Samsung S9 FE+ with Mobilesheets. What are my options for transferring or adding Mobilesheets to the new tablet?
1. Transfer license to S11 Ultra?
2. Add new license to S11 Ultra? Is this just a new purchase? If I do this, the S9 will be a backup device.
3. What is the process for transferring the library to the new tablet?

If both Samsung tablets use Android, your MobileSheets licence for Android will cover both tablets so long as they are both yours.
Once installed, you can either synchronise the two tablets (S9 being the server, S11 being the client) or do a backup from the S9 and then restore to the S11.

Mike has no control over each separate OS, so each company sells MobileSheets for its OS through its own online store.
Within each OS, Mike does not demand that you buy one copy of MobileSheets for each computer, tablet or mobile that you own - which I think is the nub of your question - so yes, you can install the same licensed copy more than once, so long as the devices are all owned by the same person and are using the same OS.
If you were, for example, setting up a whole orchestra or choir with many identical tablets, you would need to pay for each device's/person's copy of MobileSheets.
