Is it possible to see somewhere in the Settings of a Client device the time stamp of when the Library was last sync to a Server. This will help me to verify whether the info in the Client Library is actually up-to-date with the Server device in the event that I see some discrepancy between the 2 and not sure whether it is due to a sync lagging behind or something else is causing it.

That information is not saved at the moment. If there is a song that was only modified by the last synchronization, you could sort the songs on the Songs tab by the last modified timestamp which would then display that information for you.
