I am new to both using my Samsung tablet with using Mobile Sheets on it. I just bought what I hope is a compatible foot pedal for turning pages. 
The one third tiny printed page of instructions are not user friendly.  RoHS multifunctional pedal to be specific.

Any clear instructions would be deeply appreciated. I have plugged it into my computer to charge. P2 appeared and now is gone and no lights are on it. 
What gives???

The first thing you should do is test whether your pedal is communicating properly with your tablet. You must first pair the pedal with your tablet in the bluetooth settings (I'm assuming this is a Bluetooth pedal). Then please follow these steps:

1) Load MobileSheets, tap the three dots at the top right and then Settings.
2) Tap Touch & Pedal Settings and then Pedal Actions
3) Tap the "Keys" field for Pedal 1.
4) Tap the "Clear" button on the dialog.
5) Press a pedal switch. If a key shows up, the pedal is communicating properly with your device and will work with MobileSheets. If it does not, the pedal is not communicating properly with your device.
6) If a key shows up, tap OK, then select the action you want that pedal to trigger from the dropdown below the keys field. Repeat these steps for pedal 2.

If the pedal isn't communicating properly with your device, you can try re-pairing the pedal in the system bluetooth settings and repeating the steps above.

Let me know if you aren't able to get the pedal to work.

Not knowing what your pedal is, some pedals default to doing finger swipes which allows them to work with many applications. However, MS works best when the turner is pretending to be a keyboard when it can respond to PageUp or PageDown signals that the page turners can be configured to send. If the page turner is turning pages, but you can't see the behaviour that Mike is describing, you might have it configured as a finger swiper. It works, but is not configurable, For example, my pedal could accidentally switch from horizontal to vertical swish if I held the footswitch too long, by configuring the pedal to aways send the same signals regardless of mode, that problem was eliminated.

The advantage of using keyboard emulation is that MS will "debounce" the signal, that is if you accidentally double tap you can get it to ignore the second page turn. How sensitive is configurable.

From your original post, making sure you know how to switch it on might be useful! These devices normally pair fairly easily following the on screen instructions on your tablet, but typically you need to go into your Bluetooth settings on your tablet and go into pairing mode the first time you use it, after that the tablet remembers the turner.
